Sometimes the circle may indicate which field of operation, but more often than not it is the symbol of which country the aircraft is operational for.
 
And they are called “roundels”. This is the RCAF roundel.

Hey... no shame here Randy... My forte` is not aircraft but i do like to guess and occasionally I do recognize the odd one. Grumman XF5F-1. Otherwise known as the Grumman Skyrocket.
