No idea what kind of car this is but my goodness does it look dangerous and very uncomfortable to you? Never seen anything like this before.

My goodness...that would crush a windpipe in a hurry...even at a low speed

Probably cant find a better example of Stupid is as Stupid does..... for the designer and for the users....... 
They just dont use it correctly, it is suppose to be on your forehead.
Hum..... possibly, that design was way ahead of its time.... maybe it prevented migraines on long trips
Or after an accident as you would have lost your mind, and head. So no migraines after

For cars without a/c, you may use it to hold a icepack to cool you a bit
