Yes that's true, however, the masive 1" looking bracket attached to the frame rail should help carry a few hundred pounds of the weight as well...wait....that's a pressed piece of sheet metal....make no wonder the bumper wanted to fall down and drag the fender with it.Thought the wagon pic above was interesting in our search for the mysterious trim versus bumper alignment issue. Notice that the short trim piece in front of the wheel well has two fastener holes while the bumper attachment is a single hole. So unless the front fender has undergone some ugly work the problem would seem to be holding up a 1000 pound chrome bumper with one bolt.
