Hello fellow Canadian forum members , I received this information from one of my vendors yesterday and think that it is very important that we all read it .

I have change some of the wording to suit my own business platform .

This is not a solicitation for business you can go anywhere you choose . Most you who have had as little as headers installed in the past years will have to have these issues addressed before you do your etest .

Prepared on Feb 22, 2013 by Patrick Arlia, Certified EFI Calibrator.
Recently Ontario's Drive Clean Program introduced a new, standardized ODBII testing procedure.
In the past Drive Clean was simply a gas analyzer.? A probe would be inserted into your tailpipe that monitored emissions.? If it found emissions to be in range you?d pass, if not you?d fail.? As of recent Drive Clean is using your on-board ODBII diagnostic system (which is capable of monitoring emissions) to perform the test instead of an exhaust probe.? The main difference is that your ODBII emissions monitoring system allows for far less emissions before if reports a failure, so it?s harder to pass the new test.
What does this mean for my high performance Corvette /Camaro / CTSV and other newer performance modified car's ?
Simply put , you may not pass emissions tests anymore even if you had success in the past.
Why may I not pass emissions tests anymore?
The new test looks for ODBII readiness in several categories (catalytic converters, EGR, EVAP, etc). In 99% of vehicles programmed in the last 10 years, rear o2 sensors we're disabled.? If you've had your vehicle tuned by any tuner (on the dyno or just a a hand held programmer) chances are your rear o2 sensors have been disabled.
This means, you'll fail the new test because it requires that your rear o2 sensors are enabled (for readiness).
Why disable my rear o2 sensors?
In many applications high-flow catalytic converters are installed.? When high flow catalytic converters are installed, your onboard ODBII diagnostic system will report a catalyst inefficiency? and your check engine light will be illuminated. We disable rear o2 sensors to prevent this from occurring. Turning off the rear o2 sensors had no effect on your vehicles performance and no effect on emissions test results, so we had no reason not to do it (until now of course).
What if I'm not from Ontario?
If your province hasn't adopted emissions testing, or has yet to adopt the ODBII testing procedure for emissions, chances are they will in the near future and for this reason the same fate awaits you.
How do I know if I'll pass the new emissions test?
It basically boils down to how efficient your catalytic converters are.If you have high flow cats installed, you may have passed emissions tests with flying colours in the past, however you'll fail now (the new test is much more demanding of your catalytic converters).

You don't have to visit an accredited Drive Clean centre to discover that you'll fail.? You may setup an appointment with Dasilva Motorsports or any other shop of your choosing prior to setting up an emissions test at an accredited Drive Clean centre.? We may perform the same test here, so we?'l be able to tell you if your car will pass emissions before you waste your money and time failing an emissions test.
What if the pretest determines I won't pass the new emissions test?
Chances are you?ll pass the new emissions test however if you don't, it's not the end of the road , we've built 1000hp cars that have passed emissions tests legitimately. We know what needs to be done to produce an emissions compliant vehicle (regardless of its modifications) and will recommend the necessary components in order to make your vehicle emissions compliant.
You may require new, more efficient catalytic converters. We offer high-flow catalytic converters that yield less emissions than factory (restrictive) converters. These converters typically aren't standard with high-flow x-pipes or h-pipes that are available on the market however they may be swapped out with relative ease.
What if my exhaust system is stock?
If your exhaust system is stock, you'll likely pass the new test without issue. We may still have to reprogram your vehicle and re-enable the rear o2 sensors (assuming theyre disabled).
When should I contact Dasilva Motorsports or other performance shop with tuning capabilities that can related to my vehicle's emissions compliance.
Don't panic!
We recommend that you setup an appointment with us or any other professional shop 1 month prior to when your next emissions test is required. This will give ample time to establish your vehicles emissions compliance status and take the necessary steps to make it emissions compliant if needed.
I still have questions?
Not a problem, if you have further questions related to emissions testing and how it potentially affects your vehicle's emissions compliance we'd ask that you email us. We'll be more than happy to answer your questions at our earliest convenience.

Thanks for the update Manny, I guess if one is buying a used C4 - C6 he has to include this as a pre-requisite to any purchase, that will be another roadblock to buying in the US, is there an OBD reader that is portable and can be used to perform a test on a car? ... so much for stopping e-testing! ... Only way to get rid of this cash grab is to contact your local MP's and bug the hell out of them until they step up and do something .

I had my fill of this crap with the old Chevelles and moved on. As far as modifying and tuning, again, I'm a little gun shy there too. It's pretty sad when what comes out the tail pipe is fine and they still want to screw you around. It is nothing more than a money grab. Get vocal and e-mail or call your MP and MPP. Pester them all. Phoning is better because someone has to answer the phone and you can actually tie them up for a while answering questions. Have lots of questions ready. Bury them in phone calls and they might just get the message. If they are actually taking in $30 million a year, then they are not going to be too quick to give up that income unless they see votes disappearing.

Manny does this mean replacing the missing rear O2 sensors to the system to pass the new testing?

C.

That is correct , if your rare O2's have been removed or shut off they will need to be reinstalled and turned back on to pass .

:agree: its the only way were going to get something done .

Seems that this current administration is certainly not automotive enthusiast friendly

Just another Tax grab. Makes no sense other than a $30 million dollar profit.
All levels of government, always whine about not being able to find money, so I doubt they are going to want to let this Cash Cow slip away. It's like a lottery win for them.:( Just re-enter Photo Radar and the Ontario government we be off to the races.

This sort of thing is why I wasn't going to mod my Vette in the first place. Then I thought to myself that it's B.S. that I can't enjoy my hobby, which stimulates the economy by me working harder for one, and two by spending money at a business like Manny's. I find it even more funny how we have to get etests, but an hour and a half away doesn't. It's been proven that cattle produces more emissions that are hazardous to the environment. So what's next, charging $30 a cow and sticking a probe up its ass to measure if it passes emissions?!! Give me a break.

Maybe Our new Lesbian Premier (that we did not vote in, or nobody ever heard of before being dumped in our laps, is a " Car Guy").

Since I've been a lesbian since puberty, I'll remind everyone that under the British Parliamentary System, the leader of the party holding the greater number of seats "automatically" becomes Premier (or Prime Minister if federal).

Premier Wynn was a sitting member in the Ontario Legislature and was duly elected leader by her party following the former Premier's resignation. Thus, she legitimately becomes Premier.......my political leanings notwithstanding.

Our MPP put us on to the go-to guy for answers to the emissions problem last year. He was clueless when the questions got involved. If the tail pipe sniffer says things are ok, what does it matter what is going on up stream as long as the job is being done. It's just a money grab. If they had any notion of canning the programme, I can't see why they would be making these changes. It seems that the changes are just going to increase their revenues. I'm not holding my breath.

it has always been my suspicion that an m.p. or an m.p.p is little more than a rubber stamp. they give approval to schemes dreamed up by faceless bureaucrats and also whatever the premier's or prime minisiter's office tells them to. then an army of spin doctors comes up with reasons why this is good for us. the fact that it makes no sense to anyone is meaningless - IT IS GOOD FOR YOU and that's all you need to know. :swear:

Bingo.

Although the system was designed to elect members to represent his/her constituents in Toronto (or Ottawa) the truth is the system has evolved to one where the elected members actually represent the premier's office to us....the complete opposite of what was intended. The "party system" has taken over.
:swear:

What impact will this have on anyone who is about to have headers installed?
Will the install be handled differently?
Not that I know of anyone mind you, just curious.

Hi Wayne , your install will be completely compliant for emissions .

We will be using your rear O2's and programming and tuning will reflect the needed changed to pass emissions .

Not to sound paranoid, but are my new headers compliant? I'm not due until next summer anyway. I'm not too worried since I just talked to my buddy who's a licensed tech, and he was saying it's a joke, but that there are still ways around it. Thanks Manny.
