If I was GM I'd be worried. I have no idea what kind of contractual agreement they have with dealers when it comes to orders at 3000 "Accepted by Production Control". The dealers have an out because the Purchase Agreement says it's null and void if a 2020 can't be provided (paraphrased).
 
10 weeks till Christmas shutdown, 7600 cars to produce.
That means they have to average 760 builds per week or 139 per day.
Kentucky is experiencing very high Covid 19 numbers, but barring a covid
shutdown I believe they will make it.
I personally don't think they pay any consideration to US versus Canadian orders.
The vehicles are simply production numbers to the plant.
 
I'd still like to know what the arrangement is between dealer and GM. It might be exactly what it is between dealers and customers. Can't provide a car, deal is null and void. Then it's up to the dealer to see if the customer wants a 21.

Edit: OR it might be as simple as the dealer gets a 21 and he decides who gets them.

I expect all the cards are stacked in GMs favour. If they can't supply they simply tell dealer
it won't be delivered. Dealer is then stuck trying to deal with the customer.
If it was any other model the dealer would order you a 2021, however being a Corvette it
presents a problem as most are spoken for.
If full 3000 level production can't be met it will put the dealers in a very difficult position.
