Wild guess it's an air force housing development for assembly and maintenance personnel next to the runway.... and a railroad for delivery of materials.... See... told you a "wild guess"

It is camouflage that Boeing put over the west coast aircraft manufacturing plant to prevent bombing from enemy aircraft during WW2. Looks pretty realistic to me.
