That is for a complete wheel with airbag and all I am led to believe and keep your factory wheel for later when you sell the car and sell the new wheel separate
You can get them from a number of places Jeffy. Think I got mine from Corvette Mod out of Texas.
About $150-250 USD. The difference in the price is about the precision of the fit.
YouTube has some video on this Carbon fibre cover that are good to describe the fitment and install. Takes about 15 minutes.

Chef makes a nice carbon fibre wheel both top and bottom and more manageable for average size hands and at 2000 it seems to be a bit of a bargain and you can get different colour sticking I have a part number somewhere
think Northgate might be the cheapest around ask for xxx spencer has a name
