Looks like rails to me. The new style on of continous rail has very unique rail cars to haul it. Going around corners requires the rails to bend which the cars allow.

It's a rail train, used for transporting (and installing) continuous lengths of rail.

A picture of the train cars that carry continuous rail, my understanding is the pieces can be up to a 1/4 mile long. And how Loram unloads them for installation.
