Todays curiosity question... what are the triangular metal brackets extending out the side of the bridge? (Its probably my engineering background... we saw many strange things and said..."Why?")

I'm going with the utility hangers, too many for a gallows, the ropes would get all tangled up (LOL)to me they look like hangers for wires .. power and telephone line perhaps

Pic 2 what we think is new? I'll guess the pic is from late 40's. The brown wood almost looks like current pressure treat, there is a vegetarian restaurant, and it appears that there are some structural problems being repaired at the base of a column. Its now 2022,
