So the styrofoam cover over the battery in my used 2016 C7 has a cut out for a tool I believe?Mines missing.Whats suppose to be there and were can I get one?

More than most likely the cut out is for the Tow ring which should have come with the car.
North American cars do not come with the tow hook even though some come with the receiver, front and rear.
The tow hook is required on European deliveries.

Bought some aftermarket tow hooks , carving styrofoam cover to accept new tow hooks

Bought from”Amazon.com” , Dewhel aluminum tow hooks for C7 Corvette , complete set front and rear with eyelets as front and rear are different sizes , tow hooks are rated for actual towing-I emailed the company (some hooks are ‘only’ for looks)...nice heavy construction , paid $69.99 American in January 2020 , great quality would recommend to anyone 
I'd be interested to see those. My understanding is none of the aluminum hooks can actually be used for towing. Would want to look into that aluminum hook on a steel receiver as well.

You have a very valid point , I just never thought about tensile strength at the time , I wouldn’t use the I ones I purchased to pull up a bank or from a crash or anything severe , I would use the bridle I purchased to pull car onto car carrier if need be(I am hoping never to have to use either ever). May have to pick up a ‘Real GM’ hook when borders open (if they open this year?)
On your “recommendation “ I would retract my statement about recommending to anyone.
