Judging by the kink in the fender , there's a good reason for the CTS.
What is CTS? carpal tunnel syndrome?

Crooked Trim Syndrome. It is most prevalent on 58 Chevys resulting in a misaligned front bumper and side trim. There is no known cause and apparently no cure. It may show up as an affliction on many other vehicles , however our study is primarily related to 58 Chevs. The syndrome does not appear to affect the operation of said vehicles, however it really annoys those of us that are detail oriented (LOL)
Do you think the CTS and the scrape in front of the rear tire happened at the same time?
Quite possible, but not being in the vicinity to do an accident reconstruction analysis, I cannot be 100% certain
