Pandora is not available in Canada unless you use a US Proxy due to licencing issues. You would also have to have the OnStar data plan. Now the weather app you should be able to use if you have the data plan.
The easier way around this is to use your phone to stream what ever you want from the web and play the stream via bluetooth through the cars audio system.

Actually it's not the CRTC that is blocking it but NetFlix due to TV/Movie industries and how they have structured licencing by country.
It's the same issue with the music industry. The music streaming sites have to negotiate in each country with the governing bodies on the royalty/play licencing. In Canada it is SOCAN not the CRTC.
Your right. Was thinking of the ongoing battle with the CRTC that Netflix and Google have been having. The CRTC would love to regulate them. Regardless you can access these sites with a proxy.
