    I got the Carfax report and it was clean...I wanted to buy the car...however the owner of the CE insisted he didn't need the UVIP to make a transaction. I'm pretty sure you do as you need to have it at ServiceOntario when you register the car. He became adamnant to the point of 4-letter words so...
