Is there any concern or any common practice with needing to retorque the lugs

It's always recommended, but I have never done it and never had an issue.

I believe for all stock C8 wheel lug nuts its 140 lb/ft . Aftermarket might be different. So if you have a torque wrench.........

Yes I understand both the spacers and wheels get 140 lb/ft. And I may retorque the wheels after some initial driving, but the spacers won't get a retorque at all...maybe ever...but certainly not until the wheels are "rotated".
