Driver's Front Fender Part Number Needed!

Looking for the black plastic part that goes inside the cove of the driver's fender. I went to my local GM dealer and they came up with a different part that I needed and have.

See attached pics. In the line drawing, I need part number 4. If you can get me the GM part number, I can order and install.
