Place the key fob in the forward cup holder with the mechanical key end facing up.

I know that is for a weak battery, but will it charge and / or allow the car to be started with a dead fob battery?
It won't recharge the key fob battery but it is supposed to allow the car to start.

Not useless. It got you to further my understanding of the way it works.
There was nothing in that video that most of us don't know already, that there is a place to put a fob with a weak battery that may allow the car to start.
Every key fob car I have had in at least the past 15 years has worked the same way.
You place the weak fob in the designated place, it does not recharge anything.
If the 12 volt start battery is low or dead the fob can't magically make the car start.

You said that already. I suspected as much, but wanted confirmation. Which you gave.
I thought there was a small chance it could charge like a wireless phone charger.
