It should also be said that the dealers were most likely completely unaware of this cheat and must now suffer tremendous damage to their reputation and business. They had recently spent millions meeting VW standards for their franchises and now must suffer from this high level corporate misbehaviour. I expect they are also VERY angry about this corporate deception.
