If it's on the surface there are techniques to polish that out.
However it does look like it's right through the plastic. Hard to say from the pics.

Try tooth paste, and elbow grease (or a buffer)
I did my truck headlights with whitening toothpaste, Crest I think , using a buffer. Worked very quickly and they look like new . Just mask off the surrounding area with a couple layers of painters tape and your good to go . Then if you have some put some ceramic coating of some type on to seal the surface.

The best way to fix that is wet sanding with various grit sandpaper 600, 800 then 1000. Then spray with a gloss 2k clear coat will fix problem and not be a temporary fix like buffing.
After spray then wet sand with 2000 grit and buff to a glass like finish.
Best to remove headlight unit but if left on car tape and a lot of masking will need to be done.
Spray Max 2k gloss clear coat can be found on eBay, amazon and Napa. Around $40 ish a can one time use. Several you tube videos you can watch.

If they come out good after polishing, apply PPF film on them, that will give you 2 protections, first from rock and debris and second from sun damage. A detailing will offer you these services, the film will cost a little more but still the best result. You can by replacement lens but it is a way bigger job.
PPF on mine and it has a couple of small nicks in it but the lens is fine . Shudder to think what a new headlight assembly would cost....... Wonder no more...... ouch.
