Carbon Flash Hood Stinger question?

Hi, can someone tell me if the carbon flash hood stinger, is supposed be on the car when it arrives at dealership ? Or is it to be done by the dealer, thank for all responses.

I also ordered the carbon flash hood stinger and I was specifically told that it would be done at the factory. The dealership offered to do it at a lesser cost but from previous experience with dealership added stripes it's just not the same as getting done factory.
