on the C4 ZR1, the valet mode deactivated the secondary air runners in the intake and the second set of injectors, which restricted the car's ability to breathe, thus less power.  It was like the modern day equivalent of disconnecting the secondary cable on the carburetor to make your four barrel only run on two barrels.  LOL.
