Anyone Else Fascinated By Old Locomotives?

Where is this with cars on left side of road? It is not reversed photo 'cos railway warning sign on road surface is correct. Maybe England if look at "zebra" pedestrian crossing.
All the sunshade-type awnings in front of the stores and only 1 American car possibly in the picture, I'm thinking it is possibly taken in Australia.
Just noticed on the very far right, there are possibly palm fronds.

Don't like to laugh at others misfortunes but how did this happen? Slow speed wreck?

That is a stolen vehicle. It was abandoned there and the two wheels taken by the theives. The cops are wondering why only take 2 wheels.

Forget the wheels. I'd have taken the machine gun in the back seat....
 
You know I keep looking at that wreck picture above and wonder what really happened there. Both driver side wheels gone but seemingly no or little body damage? If it had been hit on the other side and pushed to break the wheels would they still not but under the chassis? Why so many "officials" and what in the heck is that locomotive?
