Question 68 back up lights, Hazards

Been working on my 1968 vette for a couple years, have had it for 3 years. One problem I am having is my back up lights are always on. Researched to find there should be a switch on the transmission. I have found nothing. Is there something I am missing or did previous owner do something stupid?
Also hazard lights not working. Checked fuse and flasher. Both good. Is there a relay somewhere?

Over all in pretty good shape. Not a show car, not in the budget. But that's ok with me.
