I have been dealing all the time with the Sales Manager. I have sent him an email asking him to confirm I qualify for the rebate but waiting for reply.
Hi Mr. Corvette, Thought I should let you know I have received confirmation that I qualify for the new incentives. Unfortunately no news on expected delivery date.

Your here in Ontario but you haven't mentioned the dealer. You keep saying the car is in transit, what event code is it showing on the dealers computer?
If it's on a delivery truck your dealer has the ability to see where the truck is within about 100 feet. If I only had a GM computer the stuff I tell you guys...

I'm in Btampton and the dealer Wilson Niblett is in Richmond Hills.
Through other sources, I found out the car could be on a truck for transit but not necessarily moving.
