I understand what you're saying, but if all the small dealers received more allocations (that were not justified by previous sales) then those cars would have to be taken from bigger allocation dealers who worked hard to sell Corvette's in previous years. If the smaller dealers don't receive many cars its simply because they haven't historically sold many Corvette's.
