78 pace car...wow...doesnt get any better!!! Plus i own a 78!!! The 78 pace car in my books is the numero uno!!! It has and always be, my favorite car of all time.....well except for a c6...but i wouldnt be able to pick between the 2 thats for sure!!!
It looks like a rad spacer of somekind....
Did you habe rad replaced? Is it rubber? Could be something someone used to shim rad into place.
Its not your typical spacer thats for sure....but it looks familiar to me....ive seen it before....but not on a vette min you.

I srayed mine with wd/40....kept soaking it down to wash the tracks clean....it gets pretty sticky in there....then washed out the inside of the bottom of door with zep degreaser...still have to finish cleaning drivers side out. The dirt and old grease in there, from others i suspect, is...
Another thing that is hard on starters is if timing is off and starter keeps kicling back.....i know there are other things that cause problems too...just cant think of any right now....fwiw ive had more bad starters than good!!! Just kidding. Whats happening to starters when they die?? Any...
Well i guess i should have read the whole post then...sorry about that. My advice is replace ground cable anyways. Even new originals are cheap...and they wprk for years even in a high resistive state. Your starter however is not quite so easy...as mentioned above..make sure its shimmed...
Ihavent read entire post but let me give you anothers insight....this ground cable started my car still...and would actually loose power all together while trying to start....then boom.... Power came back on...this is by far the worst piece on c3's...they jacket on cable holds water and corrode...
81 will have lots of switches that can actuvate alarm....both doors, both t-tops, both keylocks(drivers door has 2, plunger and slideswitch), and hood, there should also be a switch up under front grill that turns it on or off...its a key switch like your door lock...may or may not have it...
If you have a quadrajet and it works fine on warm starts, its exactly what other have mentioned...leaky fuel bowl...they are know for it. As some had stated, check for squirts from accelerator pump when cold...if y pur get 1 or 2 squirts its not enough...choke should be set to just close at...
