Wow. I have a 69 and the object in picture #3 does fit under/in the headlight bucket. There should be one on both sides , at least in 1969. What they do is turn off the headlight bulb that is in the centre console letting you know that both headlights have fully poped up and "locked" in place...

Hi. I'm not sure if you mean it doesn't turn over or it turns over and doesn't fire up. Either way heat could be a problem. The starter could be hot and nor engaging ,they do sell heat shield "blankets" so it is a some what common problem. Or if it doesn't fire it could be the gas has sat, no...
