It’s a simple fix...
It’s the lack of proper grounding on the cluster board. It you remove the cluster and open it up, you will notice that one of the pins that connects one board to the other has lost contact (ground) with the other board.
Clearly the review could be better, but I commend him for having the courage and contacts to make one......

Running a front plate truly suxs...
Here is the best option that I have seen made in Carbon Fiber. It actually look nice with cars that have the Carbon fiber front spoiler. I believe it also comes in fibreglass as well.

Mercado Industries makes a removable carbon fiber bracket for the C7 Z06 and Stingray. They also have a version for the C6 ZR1, Zo6 and GS. I have one for my ZR1 and love it!!!!
