We now are rather certain it is in Canada. As result, someone mentioned we should request a UVIP report? Unfortunately an Ontario drivers license is required. Could this be the answer?

I’m not sure that’s an option. I’ve had a couple cop friends look into it. Due to the shortness of the old VIN/serial number, their system doesn’t recognize the request.
