Z51 sway bars kit on Base C7 corvette

Hi there, I am about to install z51 sway bars kit, front and rear on my base C7. I have all the parts ready to go on the car, my question is:
how importent is it to follow
1) all the torque numbers
2) rear sway bar install at 30% angle
3) how difficult is it to do it myself
4) dealer want to charge $600 to install is it good price
I have basic skills to do it my self, did change my front grille to Z06 without any problems, went thru all the info on c7 corvette forum on how to do it, but I don't have torque wrench, is it that important to follow those numbers?

Go to Princess Auto and invest in a torque wrench. You should have one especially if you change your own tires.
 
I haven't looked at the sways on a C7 but $600 sounds like a LOT of money for undoing 12 bolts. Is there a whole bunch of stuff in the way that needs to be removed? I would like to see both sway bars but I am sure the Z51 and base use the same mounting points so the 30% angle should already be set.
