One quick question would be if you are upgrading the cam and heads, have you put on a less restrictive exhaust and intake? If not, you may want to look at headers and less restrictive air intake to get the air in and out of the engine.
However, heads and a cam would be great as technology has come a very long way. One question I would like to ask is what is your power goal? Just add more hp, or do you want to get over 400 or 500 hp? Small budget or large budget? The only reason I ask is because it determines if you should go with AFR heads for max power/cost or be a little more budget minded with porting the existing L98 heads. Then cams can go from mild to crazy with lots of overlap, etc.
For a stock 89 (if an automatic), 5 good items to start with would be:
- steeper gears.
- headers with high flow cats.
- aftermarket Intake runners, such as ones from SLP, Edelbrock, or TPIS (If still made by these companies)
- Edelbrock intake manifold.
- Less restrictive air intake.
Then the heads and cam will be able to really start breathing.
