I'd still like to know what the arrangement is between dealer and GM. It might be exactly what it is between dealers and customers. Can't provide a car, deal is null and void. Then it's up to the dealer to see if the customer wants a 21.Edit: OR it might be as simple as the dealer gets a 21 and he decides who gets them.
