Hi any ideas please. C3 1979 has power, the lights work but it won’t turn over. I’m thinking it might be the starter motor, or solenoid. Does anyone have any other ideas

Soundls like the solenoid or possibly a bad ground. Do the lights dim atall when you try to engage the starter? The other possibility I can think of at the moment would be one of the safety lock-out switches.
 
Do you have a volt/amp tester? If so turn on ignition touch the leads to the starter pos/neg. if nothing likely the fusable link as X stated. To find the link follow the wires up from the starter maybe a foot. If toast you can use a wire to bump the starter. If still nothing there is another link to check closer to the ignition key. If that is good then Rruff and X have the checkpoint steps covered.
