Technically correct. However, you could choose to buy the car, register in Wisconsin, get expedited title and then import it. Not sure of what Wisconsin dmv charges to reg a new car.

I've done that for cars in Florida a couple times.

new car dealers here are bringing them up and selling them as used cars with about 200 km on them, seen a few for sale in TO, not sure how they are doing it.
