You are correct about the theft having to be reported to police before OnStar will intervene. Not only that but the police have to have the vehicle in sight . Just found this.

OnStar’s Stolen Vehicle Slowdown feature works by remotely interacting with a stolen vehicle’s powertrain system to safely slow it down during a pursuit. Here’s how it operates:

    1.    Reporting the Theft: The vehicle owner reports the theft to the police and contacts OnStar after filing a police report.

    2.    Location and Pursuit: OnStar works with law enforcement to locate the vehicle using GPS. Once the police have the vehicle in sight, they can request OnStar to activate the slowdown feature.

    3.    Slowdown Process: OnStar sends a signal to the vehicle, which activates the hazard lights and reduces engine power. The driver can no longer accelerate, but retains control over steering and brakes.

    4.    Coasting to a Stop: The vehicle coasts to a stop, allowing police to apprehend the thieves safely.
