This might / might not help ...
I always resort to the cold hard reboot of the device first.
This is normally a different process from just turning the device on/off.
Usually need to Google that process of the buttons to press.
Then once rebooted ... check for OS updates (phone updates).
Most times the glitches are resolved ... and can then carry on.
 
Not a bucket full of details here but typically a full device reset is usually a good starting point. Make sure you backup your important goods i.e. pics, contacts etc to Google then look up instructions on how to factory reset your phone (typically within the Settings->General Management->Factory Reset or similar).

Then get back onto Google Play store and try downloading something.
 
I don't lose anything with the hard boot (which is not a reset to factory) ...
and ya you have to do a bit of easy google searching to do it ... just saying ...
 
I have an 18 yr old I.T. who eats at my Dinner Table ... so I have it easy.
The hard reboot is different for each device as mine are iPhones.
(again ya ... not the reset to factory thing)

I downloaded WhatsApp and ended up getting some character who claims to be in Thailand. :Smuggrin:
