Turns out it is possible from above!
Though probably much easier from below, but I don't have a lift or a jack with a low enough profile to get underneath.
Philips head screwdriver to remove the black plastic headlight shroud and a 13mm crescent wrench to remove the hood stop/bumper (and a sharpie to mark the threads on these so you can put them back in at exactly the same height).
You're going to work by feel, but the bulb comes out with a quick quarter turn, similar to many other twist and lock bulb sockets.
Bulb is an amber 4157, and that's all there was to it.
Now everyone else knows I'm turning at the same time I know, and no more annoying rapid signal click. And best of all, a $5.95 fix when I really thought I was going to have to take it in just because I couldn't get under it.
